	Overview
	This module will profile the diversity of sources and forms of regulation which underpin the provision of retail financial services in Ireland. It will highlight the role of the Central Bank of Ireland as the national regulatory and supervisory authority and will trace the increase of its competence and powers from its establishment to date. It will identify varying legal mechanisms through which the enforcement of financial services law and regulation is undertaken, including administrative sanctioning by the Central Bank, dispute resolution through the Financial Services & Pensions Ombudsman and private rights of action through the courts. It will analyse the legal dynamic between respective national and EU authorities by assessing the impact on the Central Bank of Ireland of the mandate given to the European Banking Authority (EBA) and the European Central Bank (ECB) in post financial crisis reforms. (Any aspect of this module may be changed in any given academic year, subject to the discretion of the module lecturer.)

	Learning Outcomes
	On successful completion of the module, students should be able to: Discuss the concept of regulation as it applies to financial services and identify the varying catalysts to reform of the legal framework in Ireland; Analyse the changing role, competence, and powers of the Central Bank of Ireland from its establishment to date, and in particular, the contemporary enhancement of its standard setting and enforcement competence in response to events including the Irish banking sector crisis; Identify the stimulus to the creation of an EU institutional framework for supervision of financial markets and services and assess the current roles of respective national and European authorities in financial services regulation; Evaluate the legal form and content of the conduct of business requirements which are imposed in the provision of retail financial services to consumers and the public and private law mechanisms through which such provisions can be enforced.
